01 · Why take over the IRS

Because taxes can become a real driver of roleplay

An economy without rules soon runs out of steam: nothing sets the honest company apart from the one that cheats. We want the IRS to give weight to every decision business owners make, and to create as many scenes as it oversees.

1

Give the economy a framework

Obligations everyone knows, a clear calendar and written penalties: every company knows what is expected of it, and competition becomes fair.

2

Create roleplay, not paperwork

Payment appointments, audits, fraud investigations, negotiated payment plans: the IRS sparks interactions between business owners, agents and law enforcement.

3

A project that already exists

We are not starting from an idea: the Business Code is written, the portal works, the team's tools are ready. The takeover can start on day one.

4

Committed for the long run

A team of three with complementary roles, to keep a regular in-game presence, evolve the rules with the players and train the next generation.

Our ambition: make paying taxes in San Andreas a full part of the game, and keep cheating possible… but risky. The IRS takeover team

02 · The team

Three people to take over the IRS

Three complementary profiles, covering the running of the administration, its tools and the field. Each knows what they are in charge of, and all three know the project inside out.

3 people · one administration · the same rules for everyone

03 · The project

Three pillars

Written rules, a tool that handles repetitive work, and an organisation designed to create scenes.

Clear rules

A complete Business Code: setting up a company, obligations, tax, employment contracts, audits and penalties. Everyone plays by the same rules, available at any time and downloadable as a PDF.

A portal that does the paperwork

Companies file online, tax is calculated automatically, payment plans and late payments are tracked on their own. Agents keep their time for roleplay: meetings, collections, audits.

Roleplay for everyone

Owners manage their cash flow and their tax reputation, agents run audits and investigations, and fraudsters take risks. The IRS creates scenes, it doesn't replace them.

04 · The IRS in game

A San Andreas administration, with a history

In the game world, the Government of San Andreas entrusted a single administration with collecting and auditing taxes, modelled on the federal IRS. It bears its name and seal, and has three missions.

Collect

Collect tax from companies, based on their weekly returns, fairly and transparently.

Audit

Check returns and accounts, investigate reports and penalise fraud under the Code.

Support

Help struggling companies (payment plans), refund overpayments, answer owners' questions.

Los Santos

Headquarters of the Administration, at the heart of the State's economy.

Sandy Shores

Blaine County office, for businesses around the desert and the lake.

Paleto Bay

Northern office: no more crossing the whole State.

05 · The tax cycle

One week, one simple rhythm

The calendar fits in one sentence: file for the past week, pay before Thursday evening. Simple for players, steady for the team.

  1. BusinessFrom Monday to Sunday, the company works and keeps its accounts.art. 4-1.4

  3. FilingRevenue, expenses and employees, online: tax is calculated live.
  4. PaymentTo an IRS agent, before the following Thursday at 8:00 pm.art. 4-2.9
  5. Follow-upApproval, collection, late payments and penalties: everything is recorded.

07 · The team's tools

A complete admin area

The IRS team has its own area to run the administration day to day. Accounts can have full access or read-only access.

  • Dashboard: returns to process, late payments, pending requests, collections of the week.
  • Returns and payments: approval, rejection, collection of instalments, late payments calculated automatically.
  • Payment plans, refunds, reports: each request is handled with an internal note and a reply to the player.
  • Network map: the web of returns, showing who files for which company and spotting suspicious set-ups.
  • Company score: a compliance grade that rises with on-time payments and drops with late payments and reports.
  • Charts: more than sixty weekly statistics, as lines, areas, bars or breakdowns.
  • Settings: rates by sector, tax base, payment deadline, news and accounts.

08 · What the project brings

A benefit for everyone, players and staff alike

The IRS is not one more constraint: it makes the economy readable, gives people roles to play and gives the server staff a clear view of what is going on.

For the server

A regulated economy

  • Part of the money earned goes back to the State, every week
  • Rates by sector to balance activities that are too profitable
  • Reliable figures on the health of the economy
For businesses

A clear, fair framework

  • Written rules, the same for everyone
  • Quick online procedures, no waiting
  • A tax reputation to defend, from C up to A+
For players

Roles to play

  • Positions as agents, auditors and advisers
  • Collection, audit and investigation scenes
  • For fraudsters: risk, and therefore roleplay
For other institutions

A reliable partner

  • Solid files to share with the police and the courts
  • Reports centralised and followed up
  • Dated evidence: returns, payments, histories
For the server staff

Transparency and oversight

  • Read-only access to the whole admin area
  • Weekly statistics
  • Rules that can be changed without touching the site
For immersion

A consistent world

  • An administration with a history, a seal and offices
  • A portal as convincing as a real public website
  • A map of San Andreas true to the game

09 · Our goals

Short, medium and long term

A step-by-step takeover: first get the essentials running, then set up audits, and finally make the IRS a lasting pillar of the economy.

1

Short term

The first weeks
  • Take over the files and open the portal to every company
  • Recruit and train the first agents on the Business Code
  • Open the Los Santos headquarters with set opening hours
  • Announce the rules: rates by sector, calendar, initial exemption
  • Support owners through their first returns
2

Medium term

The first months
  • Every company files every week, on time
  • First targeted audits, guided by the score and the network map
  • Open the offices in Sandy Shores and Paleto Bay
  • Work with the police and the courts on fraud cases
  • Record directors and partners to know who owns what
3

Long term

Over time
  • Make the IRS a recognised pillar of the San Andreas economy
  • Adjust rates based on statistics, sector by sector
  • Publish a regular report: revenue, audits, fraud uncovered
  • Issue certificates of tax compliance, useful in game
  • Train the next generation so the IRS lives on beyond its founding team

10 · A serious project

Reliable, secure and unambiguous

  • Clearly fictional: a permanent banner reminds visitors that the site is a roleplay website, unrelated to the real IRS; no real data is ever requested.
  • Protected accounts: hashed passwords (never stored in plain text), secure sessions, admin access checked by the server.
  • Respect for players: no advertising trackers or audience measurement, only necessary cookies.
  • Dedicated hosting and database backups before every major change.
  • Adaptable: rates, dates and sectors are set from the admin area, to follow the server's rules.

Three people, one ready project

Rules, a rhythm, tools and a team: everything is in place to make taxation a real playground in San Andreas.
